What a pro does

Frost during defrost is expected and a solid shell isn't. The split matters, so a tech watches whether the unit initiates a defrost on schedule and whether the coil actually clears, then works back toward the defrost board, the coil sensor, or a charge that's drifted low. Placement gets attention too. An outdoor unit set low against a wall where snow slides off the roof and refreezes will drown in meltwater and ice regardless of how healthy the refrigeration side is, which is why the fix is sometimes a stand and a diverter rather than a part. Chipping at the coil with anything metal bends fins and makes the next winter worse.

How much ice is too much?

A thin white coat that disappears after a defrost cycle is normal. Ice thick enough to hide the coil fins or trap the fan blade is not.

Does roof runoff really cause this?

It's a common cause. Meltwater dripping onto a cabinet and refreezing overnight builds a layer that no defrost cycle was designed to shed.

Should the system be shut off while iced?

Switching to the backup heat source and letting the outdoor unit thaw on its own is a reasonable holding move, since running a blocked coil strains the compressor.

Is there anything worth doing about the ice before a technician gets there?

Shutting the system off at the thermostat is the useful step. The ice keeps returning until the defrost fault behind it is found, and the coil fins are thin enough that anything used to clear them by hand does lasting damage.
